Can e-cigarettes come without nicotine?

I love hookah, but i don't smoke cigarettes, nor have any intention to. I know hookah isn't exactly the best thing for you, but i tried an e-cig, and it tasted delicious!! Is it possible to get one without nicotine or any other harmful things in it?
