I can't find this movie anywhere???

For forever, I've been looking for an old shark attack movie, where a writer/reporter and a crusty old captain go out to kill a big shark, which had been terrorizing a local swimmer's beach. Like Jaws, this movie has a stupid and greedy mayor, who won't close the beaches because if there weren't any tourists the town would lose money. I remeber seeing the movie over 25 years ago, and it quickly disappeared. Like I said, it was like Jaws, but it seemed bloodier. Can anyone help with this one???
