What upgrades should I make to my 81 malibu 305 V8?

I have a very stock 81 Malibu clic with the 305 v8. I want to increase horsepower and fuel economy without necessarily spending a fortune. I am looking for recommendations. I have been told either a cold air intake or getting a new carburetor and intake manifold. And suggestions or comments would be appreciated
